HOA BULLYIES
A “Sub-Culture”
HOA's are sociologically and psychologically set-ups for the development of Bully Sub-Cultures Their historical establishment was based upon the mindsets of entitlement and superiority.  That along with the legal power imbalances and other ways of ignoring how human-nature works, makes HOA's fertile ground for abuses of all kinds. HOA-Bullies, operate at various levels within HOA’s: board, staff, committees, online social media, established cliques, etc. They can also range from small, unorganized, but nonetheless scary groups, to well- organized, long-established, clandestine groups that control boards, staff and vendors and even have connections with local “independent” media and politicians. Bullying in HOA’s can and does sometimes reach the level of what is now termed “mobbing”, i.e., systematic bullying done by a group. One general manager of a large Northern CA HOA had to seek refuge in a State victim-witness program in order to escape harassment from that HOA’s bully-group! That GM was trying to clean-up past mismanagement and corrupt practices! The notions that “bullies exist everywhere”, or, that municipal, state and national governments “have bullies, too”, are certainly true. However, HOA’s have some things that other human-collectives do not. HOA’s have an organizational structure, an institutionalized-industry, an isolated- captive population and the tacit support of political institutions. These 4 elements give HOA’s an unfettered power and control over their homeowners held only by tyrants-of-the-past. The problem of “Bullying” reached a threshold-level in our society quite sometime ago. When I first began asking fellow owners in the HOA I lived in why they weren’t doing more to deal with the many dysfunctions in our HOA, I got a very consistant and alaming reply: “Fear” -- fear of other members whose hostility, aggressiveness and/or vengefulness that had persisted unchecked for years. Unfortunately, this is a phenomenon that has yet to be studied scientifically, to any extent. Physical - Assaults (one with a golf cart) Threats of Litigation Bully Sub-Group Routinely Use This Tactic to Silence Critics GM forced to obtained protection in State Victim-Protection-Prog. ALL Members Forced to Subsidize Amenity Used by “VIP’s” Amenity Accrrued Losses Over $12 Million (2000-20) Boards Used Flimsy Justifications Abuses-of-Power by Board & Staff “Duty of Care” Defied Amenity Neglect with NO Consequences Family/Child Amenity Improvements Sabatoged Community/Youth Center Closed & Demolished 2012 Recretion Plan Minimally implemented Many Promises With Minimal or No Follow-Through Lake De-Siltation (Never done in 50+ years) Blame/Responsibility Put Back Onto Members Responses Delayed/Withheld To Put-Off Members “One Voice” Board Policy used to censor dissenting Directors Fines, “Red-Tags” Issued Blanketly Meanwhile Major Eye-Sores Persist Verbal Abuse of Members by several Directors False/Misleading Information Given, Knowingly and/or Carelessly 15 Directors Recalled/Resigned (2014-19) Arrogant, Cavalier Attitudes By Several Directors Misguided Litigation Against Association To Gain Political-Power Advantage Outspoken Members Singled-Out - Subpoenaed to Federal Court Members Given No ’Freedom of Speech” Protection/Support No “Bully/Violence Policy” To Protect Members & Staff!
